New Rules for the 2000 Season

Cut the number of weeks a dropped player is ineligible to be picked up as a free agent from 2 weeks to 1 week.  The 2 week rule was put into effect to give everyone a chance to learn of dropped players in the mailed report.  Now that most teams receive the report electronically, we have cut the waiting period to one week.
Enable a team that has a player on Practice Squad to bid for his player against the other teams trying to steal his player on Wednesday or Friday.  Bid must exceed the players current salary.  If there is a tie, team who currently owns player gets the player (team must be out-bid).  
Fine teams that do not put a valid line-up onto the field.  If a player has a bye, is "out" on the injury report, or is not in the NFL, the team will be fined for not starting a valid team.  The fine is $5, with one warning per team before actually being fined.
Set the FFL trade deadline based on 10 weeks as opposed to a date of November 1st.  The NFL does not always begin the season on the same date.
Teams will no longer be able to retain a player the following year.
