Rules Meeting
The New Rules meeting is the first
fantasy football function of the year.
We discuss possible rule changes, and vote on which rules to adopt
Auction Night
Every
team must be represented. Prior to the
auction, teams will draw for division placement and order for nominating
players for auction. Teams will draw in
order of previous year finish with the lowest team starting. New
teams draw last with priority going to teams moving from another
conference. And of course auction day
would not be complete without a pre-function and socializing.

There
are 30 teams. The 30 teams have been
divided into three separate conferences, each with it's own auction and player
pool. Each team needs a team name
including a city, town, or location.
League
Fees
Each
team will pay $60 per year to participate.
An additional fee will be charged for any player transactions following
the initial auction. The fee for player
trades will be $2 per team involved.
The fee for picking up free agents will be $3 per player. The fee for placing a player on injured
reserve is $3. There is no fee to drop
a player or move a player from injured reserve to the active roster. The fee will increase to $5 for any free
agents picked up after the final regular season game by teams that are still in
the playoffs. Teams will be billed at
the end of the season for postage and miscellaneous supplies needed for the
weekly report. The report will be hand
delivered to some teams, so they will not be charged for postage. The $60 league fee will be due on Draft
Day. A voice mail system will be
used for reporting all lineup changes and transactions. This will cost each team about $4. There will be a statistic service fee of
about $2 a team. Each team will pay for
a portion of the expenses incurred by the league.
Auction
Each
team must bid for and buy 13 players including two kickers. Teams go in order putting a player up for
bid and teams bid against each other with the highest bidder purchasing the
player. If two teams have bid the
highest bid at the same time and neither is willing to bid more, a coin is
flipped to determine which team receives the player. Each team has a $100 spending cap to bid for players with. A team must save at least $1 for each roster
spot left to be filled. If a team goes
over the cap and it is caught before another player is auctioned off, the next
highest bidding team gets the player.
If a team has gone over the cap and it is caught later in the draft, the
team loses the player that put them over the limit. That player can be put up for bid at any time. If a team goes over the cap and it is not
caught until after the auction has completed, the team must drop one player
(any player) to get back down to $99 or less.
The team will fill the vacant roster spot during the first week of
transactions.

The
software statistical data base will be the official source for all information
including a players position.
Tie
Breaker - Game
First
tie breaker will be 2nd team scoring.
Second tie breaker is the highest scoring starting player. The third tie breaker will compare the
highest scoring players salary values.
The player with the lowest salary breaks the tie with his team winning.
Line up
Changes
Line up changes can be made anytime before Sunday 10:00am Pacific Time by calling the voice mail system or using the league web site. It would also be nice if you contacted the team you are playing that week to exchange lineups. If there are any NFL games prior to Sunday, you must specify before the game's kick off if you want to start a player who starts in an early game. All other line up changes can be made by 10:00 am Sunday. If the commissioner does not receive a line up change by the required time, it is assumed the line up will be the same as the previous weekend. Teams that do not put a valid line-up onto the field will be fined. If a player has a bye, is "out" on the injury report, or is not in the NFL, the team will be fined for not starting a valid team. The fine is $5, and each team will be given one warning before being fined. A team will not be warned if they are unable to field a valid team in the first week as no free agents can be picked up until after the opening game.
The $100 salary cap from auction night is used throughout the year. When a team acquires a new player either through trade or free agency, the player’s salary must keep the team’s total at or under $100. If a player who has an auction value or salary of $10 is traded or dropped from a team, whose cap was at $100, the salary total of the team is reduced to $90. The team would then have $10 salary to spend on free agents or players received in trade. Free agents go to the highest bidder (silent bid placed when calling voice mail for a free agent). When attempting to pick up a free agent, you place a bid for that player in salary dollars. If the player is acquired, the amount of salary paid in the bid for the player must be available so that the team does not go over the $100 salary cap. If there is a tie where two teams both bid the same silent bid for a free agent, the team lower in the standings receives the player. If a team calls in for a free agent and does not specify a dollar amount, it will be assumed at $1. Bids must be made in $1 increments. When a player is placed on the Practice Squad or Injured Reserve the player’s salary is freed up for free agents. Activating players would require room under the cap.
Player Transactions
Player
trades can be done any time prior to 10:00am of the 10th Sunday of
the FFL season. Transactions can only
occur between teams in the same conference.
Once a player is traded from one team to another, he can not be traded
back to his prior team. Trades can span
multiple weeks as long as they are fully disclosed when announced. Free agents can be picked up by calling into
the voice mail system. Trades between
teams and Injured Reserve transactions go into effect when announced, with the
deadline of 10:00am on Sunday. Free agent pick up deadlines will be Wednesday
and Friday at midnight, beginning the first Wednesday after the first NFL
game. Each team can only pick up 1
player on Wednesday. On Friday, teams
can pick up multiple players. It is
acceptable to specify multiple players as choices. For instance, if you need a player, you can give 1st, 2nd, 3rd
choices, etc. These choices can be from
any position. If a team requests
multiple players on Friday, they must prioritize their choices and specify
which players are second choices for each requested player. We will notify who gets what player with a
message on the voice mail system. If a
free agent request is made to the voice mail system, it can be changed or
deleted any time up to the transaction deadline. No team can have more than 13 players on an their active
roster. If a team exceeds 13 after a
player transaction, it must drop players.
If a team does not have a roster spot available when picking up a
player, the team does not receive the player requested. A dropped or released player cannot be
picked up by any team until the following week. The commissioners can veto any player transaction that is made,
if the owners involved are not acting in a competitive spirit. If someone does not think a trade is fair,
they can protest the trade. The trade
will stand the first week, and the trade committee will discuss the trade with
each owner involved and vote on whether the trade stands or must be reversed. Each conference will have a trade committee
representative. Only trade committee
members who are not involved in the trade can vote. If the vote ends in a tie, any commissioners not involved will
decide the fate of the trade.
Injured
Reserve
If a player is listed in the NFL injury report as Doubtful, Out, or on Injured Reserve, that player can be placed on Fantasy Football Injured Reserve. Only 1 player at a time can be on Injured Reserve per Fantasy Football team and must have been on that team's active roster for at least a day prior to being moved to Injured Reserve. You cannot pickup a player directly to Injured Reserve. Moving a player to Injured Reserve frees up a roster spot on the active roster. A player can be on IR for a maximum of 4 weeks for the $3 fee. After four weeks, the team is charged an extra dollar a week. Players must be listed on the NFL injury report before they can be put on IR even if it means waiting a week in the case of a bye.
Practice
Squad
Each
team can carry one player on their Practice Squad. A player can be put on the Practice Squad at any time. A player can be activated from the Practice
Squad on Saturday or Sunday morning til 10:00am (after clearing waivers) for
the players current salary or a team can bid a new salary for their own
practice squad player that must be greater than the players current salary to
activate the player on Wednesday or Friday transaction days. There is no fee to move a player between the
active roster and the Practice Squad. A
player can be acquired and placed directly onto the Practice Squad. Any team can claim a Practice Squad player
from another team on either Wednesday or Friday transaction days. The fee is $5 payable to the team that lost
the player. Rules for picking up and
bidding on the player are the same as if this was a normal free agent pick-up
with all the same rules applying (only one player who is either a free agent
transaction or Practice Squad steal on Wednesday, and teams should leave
multiple choices when trying to pick up a player). If there is a tie for high bid between the team that has owned
the player and another team trying to steal that player, the tie goes to the
team that already owned the player. To
steal a player, you must outbid the current owner. The Practice Squad is not intended as a means of unloading
quality talent to recoup fees during a losing season.
Season
& Playoffs
The
regular season will consist of 13 regular season games with teams playing in
head to head competition. You will play
all teams in your division twice, and all teams in the other division of your
conference once. Teams will only play
teams in their conference during regular season play. The top team in each division and two wild card teams from either
division in each conference will advance to the playoffs (12 teams
overall). If there is a tie in the
standings, the following will be used to break the tie:
1. Most points scored, starters
2. Most points scored, bench
3. Best total margin of points for
all regular season games. (Wins are
positive points, loses are negative points.)
Playoff
Format
Each
conference will have it's own playoff.
Four teams from each conference (12 overall) will play in the
playoffs. The playoffs will begin
during NFL week 14. The top division
champion will play the second or low wild card team. The other division winner will play the top wild card team. The two winning teams in each conference
will play during NFL week 15 for the conference championships. Week 16 will feature each conference
champion playing in the SUPER BOWL.
There will be a consolation playoffs for all teams that do not make the playoffs and possibly a second chance for playoff losers to keep playing. There will be a cash prize of $50 for the team that wins the Consolation Playoffs. It could either be a single elimination playoff or a three week round robin. It will keep people’s interest in the NFL and keep your team playing.
Bowl Game Weekend
NFL
week 17 will feature all 30 teams participating in post season bowl games. The bowl games are:

commissioners will serve as the selection committee. Bowl game invitations can be extended at any time.

Toilet Bowl loser pays $5.
Rookie
of the year will be awarded to the non-kicker rookie in each conference that
scores the most points. The All-Star
team for the season is based on total fantasy points scored regardless of
whether the player is on a fantasy team or not. Each conference will have 1 K, 1 QB, 2 RB, and 3 WR All-Stars on a
first and second team.
Disputes
Any
disputes or uncertainties will be decided by the commissioner. If a majority of owners not involved in the
dispute disagree with the commissioners decision, it will be overruled. Disputes involving trades will be handled by
the trade committee.
Mid
Season Classic
The Mid
Season Classic will feature a 3 week round robin play where teams play teams
from other conferences. After 3 weeks
of play, the top 8 teams will play in a single elimination tournament. The round robin play will begin in week
7. Round robin opponents will be
randomly drawn. The teams will be
seeded 1-8 for the tournament based on round robin record and the standard
standing tie breakers. Teams must
notify the commissioner after week 5 if they are interested in playing in the
Mid Season Classic.

Prize
money will be adjusted based on how many teams participate in the
competition. The top 1/3rd teams will
receive money.
The High Roller Competition will take place in each of the 17 NFL weeks. High Roller standing points will be determined by how many of the teams you beat during the week. Each week, all High Roller team scores are compared. Standing points will be awarded based on how many teams your team beats that week. If there are 25 teams in High Rollers, and your team is the highest scoring team, you receive 24 points. If you are the lowest scoring team, you receive 0 points. If you are in the middle and beat 12 teams, you receive 12 points for the week. Teams that tie each receive the same number of points based on how many teams they beat. Ties are not broken by second team points.
Final
