1999 New Rules

 

On July 29th, 14 FFL teams participated in the New Rule Proposal decisions.   The vote on the rule proposal of Full Season Salary Cap was a tie, so we will re-vote on this issue before the auction begins on Auction Night.  In addition to the New Rule Proposals being discussed, the group decided to increase the league fee from $50 to $60.

 

Salary Cap

            Current Rule

Each team has a $100 salary cap for auction night.  After the auction is over, player salaries are not considered in free agent or trade transactions.

 

New Rule Proposal

The $100 salary cap is used throughout the year.  When a team acquires a new player either through trade or free agency, the player’s salary must keep the team’s total at or under $100.   If a player who has an auction value or salary of $10 is traded or dropped from a team, whose cap was at $100, the salary total of the team is reduced to $90.  The team would then have $10 salary to spend on free agents or players received in trade.  Free agents would no longer be awarded to the lowest team in the standings, but go to the highest bidder (silent bid placed when calling voice mail for a free agent).   When attempting to pick up a free agent, you would place a bid for that player in salary dollars.  If the player is acquired, the amount of salary paid in the bid for the player must be available so that the team does not go over the $100 salary cap.   If there is a tie where two teams both bid the same silent bid for a free agent, the team lower in the standings receives the player.  If a team calls in for a free agent and does not specify a dollar amount, it will be assumed at $1.  Bids must be made in $1 increments.  When a player is placed on the Practice Squad or Injured Reserve the player’s salary is freed up for free agents.  Activating players would require room under the cap.

 

 The results of the other rule proposals that go into effect this season are as follows:

 

Auction vs Draft

            Auction won over draft by a vote of 10-4.   

 

Rules for an auction

            Each team must bid for and buy 13 players including two kickers.  Teams take turns putting a player up for bid and teams bid against each other with the highest bidder purchasing the player.  If two teams have bid the highest bid at the same time and neither is willing to bid more, a coin is flipped to determine which team receives the player.  Each team has a $100 spending cap to use in bidding for players.  A team must save at least $1 for each roster spot left to be filled.  If a team goes over the cap and it is caught before another player is auctioned off, the next highest bidding team gets the player.  If a team has gone over the cap and it is caught later in the draft, the team loses the player that put them over the limit.  That player can be put up for bid at any time.  If a team goes over the cap and it is not caught until after the auction has completed, the team must drop one player (any player) to get back down to $99 or less.  The team can fill the vacant roster spot during the first week of transactions.

 

 

 

Retain Players

Retain players won over not retaining players by a vote of 8-6.  Retaining players based on values of a previous auction won by a vote of 6-5

 

            Current Rule for 1999

            Any player drafted the previous year in rounds 8 thru 13, and on the team's final roster at the end of the year, can be retained the following year and count as the teams 5th round pick during a draft or count as $10 salary during an auction.  If a player was purchased during an auction for $1, that player can be retained the following year for $10.  Each team can only retain one player.

 

            New Rule for 2000

If an auction is used, a player’s eligibly to be retained will be based on the salary of the 75th highest paid player during the auction held 2 years earlier (averaging the three conferences and rounding down).  One player per team, whose salary was at the 75th or higher level, can be retained.  Players may be retained the following year for the salary equal to the salary paid the 45th highest paid player during auction night 2 years earlier (averaging the three conferences and rounding up).  The 2 year wait will enable the team’s GM to know what the values will be before making any decisions concerning retaining a player.  If this rule goes into effect, players from this year’s auction with salaries of $2 or less can be retained next year for $8.  The $2 and $8 values are based on last year’s auction in the American and National conferences.

 

           

Starting Lineup Deadline

            Starting lineup deadline to be 10:00am Sunday won by a vote of 12-3.

 

            New Rule

            Lineup changes can be until 10:00 am on Sunday.   If there are any NFL games starting prior to 10:00 am on Sunday, you must specify before that game's kick off if you want to start a player who starts in an early game.   .  If the commissioner does not receive a line up change by the required time, it is assumed the line up will be the same as the previous weekend.

 

Placing player on IR

            A player must be actually listed on the NFL injury report won by a vote of 12-3.

 

New Rule

Players must be listed on the NFL injury report before they can be put on IR even if it means waiting a week in the case of a bye.

 

 

No Longer Eligible for IR

Removing the 4 week maximum won by a vote of 10-3 over using existing rules.  Charging a $1 fee per week after 4 weeks won by a vote of 6-5.

 

New Rule

Remove the 4 week maximum limit on IR and change the fee structure.  Charge a team $1 for every week the player is on IR after the original 4 weeks.

 

 

Default Starting Lineup

Decision was made that if a full lineup is not given by the coach, the commissioners will no longer make judgement decisions on who to start for the team (player who started previous week for example).  This may mean your team will be short players if a valid lineup is not presented by the coach.  The preferred way to change your lineup is to specify which player is replacing a player currently in the lineup (Galloway starting in place of Blades for example).

 

 

Changing Transaction

Allowing changes to transactions won over not changing a transaction by a vote of 10-4.

 

            New Rule

            Allow transactions to be changed up to the transaction deadline.

 

 

Transactions – Roll Forward

            The decision was made to continue with the current rule as written.

 

            Current Rule

If a transaction is called to voice mail after the deadline, the transaction is considered for the next transaction day.

               

 

Playoff / High Roller Transaction Fee

Changing the rule to only charge playoff teams the $5 fee after the regular season won by a vote of 7-4-3.

           

New Rule

The fee will remain at $5 for any free agents picked up after the final regular season game but only if the team is in the playoffs.

 

 

Consolation Playoffs

Consolation Playoffs won by a vote of 9-5.  There will be a cash prize of $50 for the team that wins the Consolation Playoffs.

 

            New Rule

There would be a consolation playoffs for all teams that do not make the playoffs and possibly a second chance for playoff losers to keep playing.  It could either be a single elimination playoff or a three week round robin.  It will keep people’s interest in the NFL and keep your team playing

 

 

Bowl Game Seeding

            Continue to have the Bowl Committee select teams won by a vote of 9-4.

 

            Current Rule

The Bowl Committee determines bowl game matchups based on regular season total points scored, playing someone from another conference, and regular season record.

 

 

High Roller Scoring

            High Roller standing points will now be determined by how many of the teams you beat duing the week won by a vote of 8-6.

 

New Rule

Each week, all High Roller team scores are compared.   Standing points will be awarded based on how many teams your team beats that week.  If there are 25 teams in High Rollers, and your team is the highest scoring team, you receive 24 points.  If you are the lowest scoring team, you receive 0 points.  If you are in the middle and beat 12 teams, you receive 12 points for the week.

 

Division Names

            Division names will not change.
